Yeah- I mean, we have enough problems already with drugs that aren't properly reviewed. Considering that I doubt there would be any extra funding for state FDAs, it's highly likely that they would be unable to properly scrutinize new drugs. (let alone the problems that there are with regards to food safety. let's just say that a few years ago, standards were relaxed significantly) I mean, when 90% of new drugs fail to be proved effective, you need to scrutinize them carefully. ( most of them fail in studies on effectiveness, by the way)
