Because right now there is no law that says if someone picks her up in the same place and she goes home with them without telling him her age that they are free and clear.

If she decides to go home with someone who is hitting on her and they sleep with her boom jail time and onto the sex offenders registry. Or if the bouncers are letting other underage girls in since they let her in.
