And that's only fair if all state schools get funded fairly.

Probably the funding needs to be based on a complex equation that funds the school per capita for the children's needs, plus funding for building and grounds upkeep that actually covers costs, plus teacher pay that means the teachers get the same effective income regardless of cost of living where they're teaching.

My thoughts on minimum wage and welfare are rather complex as well, but basically I think everyone needs the cost of living (at its most basic level) covered, people who simply can't work should have a little extra for joy-in-life, and people who work should be rewarded for working. Check the poverty thread in social woes for more detail if anyone actually cares.

Anyone whose environment was similar to the poor suburb I grew up in, and who wasn't penalised in other ways (child abuse or other unfairnesses), has the basic tools to get themselves out of poverty if they wish. If American blacks lived in a similar environment, I'd deem Bill Cosby completely right.
The enviroment had: adequate schools, public library accessible on foot or by bike along safe streets, adequate medical care, safe parks to kick a ball or fly a kite in, decent plain food available at an affordable price, plain housing in decent repair.
