So if a guy rapes a woman and she gets pregrant from it : would he now be able to use this as a legal defence ( " it wasn't really rape because she got pregrant " ) ?
The next step, of course, is to force the woman to marry their rapist as it's sinful to be an unwed mother.

A number of extreme far right people hold views similar to this, they're just smart enough not to say them to reporters.
The reason he worded the comment the way he did is because last year he and Paul Ryan cosponsored legislation that would have narrowed the definition of rape to 'forcible rape' and other kinds of rape. The legislation was dropped after outcry on both sides of the aisle.
These kinds of things are being done because anti-abortion activists are afraid that if abortion is outlawed except for the commonly cited "rape, incest, or danger to the mother" scenarios, then women who want abortions for other reasons will start claiming they were raped in order to get one. So they want to basically force women to somehow 'prove' they were raped.
The idea that raped women don't get pregnant dates back to the Middle Ages. It was commonly believed that women had to have an orgasm to conceive, and so if a woman conceived, then she couldn't possibly have been raped, since she clearly enjoyed it enough to have an orgasm. This was actually codified in English law of the time.

Regarding the "bring back Jim Crow laws" comment, that's most of what the brouhaha over requiring voter IDs at the polls is about. The well-to-do will nearly always have everything they need to have ID handy and it's trivial to them to get it taken care of. The less well off, not so much. It costs money to prove who you are. It costs money to get an ID. It costs money to get and maintain a driver's license.
Hell, I'm actually fairly comfortable, and I still don't have a birth certificate (born at home, have an afadavit of birth) and as I have no need to leave the country and thus need to have a passport, it's not worth it to me to go through the effort to get one due to the time and money required ($25 for the notary, and another $45 for the application). For someone barely scraping by, that's not even a consideration.
And, since the nation's poor is more heavily skewed non-white, it's a back door to oppressing minorities. The poor whites caught in the net are considered expendable because poor people don't donate thousands of dollars to campaigns.
