    This comes across as the "World of Warcraft XP fatigue/Rest Bonus" kerfuffle - exactly the same thing, just pitched in a different manner. In both cases, "Kid going to school" gets more money than "Kid not going to school."

      But it is different. It's keeping the base amount the same but allows for a bonus for attendance/grades. It's the difference between being told at work that you'll get a bonus for meeting certain criteria or being told that your pay rate will be cut 30% for not meeting it.
