      To get insurance you have to have underwriting. Underwriting is the process by which insurance companies determine risk. The amount they charge in premiums is based on what they determine the risks to be.

      It takes a lot to do the underwriting. There is a reason why young men aged 18 to 25 are charged more for insurance than young women in the same age group: multiple studies show their risk taking behaviors make for greater risks.

      Underwriters are going to have to figure out the risk factors for insuring people under this scheme, and deal with possible accusations of discrimination when those risk factors turn out to be things like race, socioeconomic status, where you live, and the like.

      I'm sure the insurance companies will be happy to have more forced customers on their hands. But I don't see how forcing people to buy this particular product will make our streets any safer.
      Good news! Your insurance company says they'll cover you. Unfortunately, they also say it will be with dirt.
