The ONLY ONLY way I could see the suggestion making sense is in how the morning-after pill works. By their logic though, it would mean that the evidence they're seeking is a pregnancy. No pregnancy=rapist is less likely to be prosecuted. (and even abortions would still be evidence that a rape took place if done for that reason)
