Umm, is asking the same as demanding? Because the program certainly hasn't stopped over it and the only people using the the words "demand" or "demanding" appear to be in the comment section.
In any event, you may stick with the "host country model" but it does add a layer of complexity to the program. The subtle differences between the two systems can, and probably will get someone in trouble eventually. I get the concern.
Not sure I'd recommend anything else though. The reality is it's the citizens of the host country that suffer the effects of any violation of the host countries laws and they need legal recourse. They just do. The only reason diplomats get exemption is they're really just there to talk and shouldn't be "doing" anything there in the first place. It also tends to be a control to check political hostage taking through legal means.
I did giggle at the tone of the Huffpost article though. I love it when liberal Canadians sound like hardcore conservative Americans. Yea, partisan politics, irrationality, and actually being staked to a foreign policy that every country might not agree with is uniquely American. Sorry that rubbed off there buddy.
