    I have always thought that things tend to benefit from a good shaking out and bashing the dust off - people, things or concepts.
    The problem with "YOU WILL do this" is that look at the problems we have with getting constitutional amendments passed, the deadlock that Washington has become AND in the fact once again some small group will inevitably "hijack" or hold hostage the process until they get was THEY want

      DO the papal thing and lock them in without food, water or bathrooms until they come to a decision ...

        Then you get the problem of hastily made law. Besides, do you REALLY want the discontinuity, the instability, that would come from throwing out the whole system of government and starting fresh?
