Why does it seem like the Republicans are trying to be more undemocratic lately? I can appreciate the original function for the Senate but still. If Senators were appointed, the Republican majority in the Senate would probably be 70-30 or thereabouts (if I am remembering the number of Republican governors out there).
Apparently they are also floating the idea here, that the votes should be based on the Congressional districts. For instance, 2012, Obama won the popular vote in Michigan but had they used the formula they are putting forward, Mitt Romney still would have gotten more electoral votes for here because of some of the district gyrations.

Because the Republicans don't want to be democratic. They haven't wanted that since Nixon. They want control of all three branches of the government to turn it into their ideal country which is a combination of Regan propaganda and Norman Rockwell imagery. The problem is the country is (albeit slowly) getting more progressive and the GOP more regressive making it less and less likely they'll attain that goal. They can't get the power they want legitimately so they'll game the system to pull it off otherwise. "By hook or by crook" as the saying goes.
