Most here probably don't play it, but ... The Soverign (spelling) from Heroes of Might and Magic 5 (and add ons hammer of fate/Tribes of the east). Well I guess it depends on if you consider the mastermind more evil then the person who executes his orders or not. If not then Biara. Basically he has a queen kidnapped, forces her to bear his child. Not only that, he tries his best to incenerate the entire world. Since he is a demon (or at least considered that) that is a good indication that he is pure evil. Terrorizes an entire planet, kidnaps/rapes the queen of the place, has somebody impersonate her while he does so (to weaken/split the opposition), and all because he feels like it.

How about Soverign and be extent The Reapers from Mass Effect? They manipulate whole galaxies development then when they get to a certain point they come and wipe out just about every living thing.

Minus the sexy and I'm wearing shoes.

        Evil Otto.

The first video game villain to kill a player.
Any comment I make should not be taken as an absolute, unless I say it should be. Even this one.

I'm replaying FF3, Kefka was experimented on as a child and the Emperor tried to kill him after they got the power. He did it all but The emperor was the cause and did nothing to stop him.

You know the whole quote about all it takes for evil to succeed is for good men to do nothing, well quite frankly good men don't do nothing.

Eh, Duck Hunt Dog is far eviller. XD

I'll also include Mr X from the Streets of Rage trilogy, if only cuz he won't bloody well die, but keeps ressurecting himself.

Well yeah, but he's Satan in a video game form, so it goes without saying.

(Maybe I should track down the rom of the arcade version that lets me shoot the damn dog.)

Oh my GOD, they have that? I need it! Can you imagine how cales would have skyrocketed if they had made a 'special collector's edition' and let you shoot that accursed mutt?

Yeah, but the one I'm talking about is in the standard game. If you miss both ducks and still have a round left, when the dog pops up, you can shoot him and his head goes black. No points for it, but the satisfaction is better than any score.

I posted the flash on page two here I think, and on CS, too.

Yeah, I've heard of that; ahh... so sweet. ^^ They should never have left that out of the NES version.

My vote is for Kefka, too, but I think a lot of the others who said it have missed something very important to why he's the most evil - how viciously psychotic and unhinged he was.

Sure, killing Leo was evil. But just listing the incident doesn't really do it justice. You need to include the part where he jumped onto Leo and repeatedly stabbed him while screaming "HATE! HATE! HATE!"

And yeah, he tore the world apart. But not for some grand master scheme. Just because he was throwing a fit. He originally claimed his goal was just to revive the goddesses and use their power. But when the heroes interrupt that and one of them draws blood, he throws the whole idea out the window, destroys the balance of power between them and sends the forces of magic into chaos. Again while screaming about hate.

...I've played this game far too much.

So to suggest something that hasn't already been covered a dozen times... and someone already did GlaDOS... There's Nohman from Zone of the Enders. Or Vayne from FF12. Can't really think of any others at the moment.
"The hero is the person who can act mindfully, out of conscience, when others are all conforming, or who can take the moral high road when others are standing by silently, allowing evil deeds to go unchallenged." — Philip Zimbardo

Everytime I see Vayne I keep thinking of 80's New Wave-type of music. Like The Cure, Depeche Mode, or Dead or Alive.

Leo was the absolute antithesis of everything Kefka was, as well. I've always been convinced he was a genuinely decent person, and even his participation in some of the previous events had more to do with feeling bound, trapped even, by his sworn loyalty. Kefka could at least understand the will to power, but decency drove him into a frenzy of rage.
