The ICBC has a good counter for their defense:

their counter is very good, and perfectly fits canadian rules about ID photos. even people who wear hijab for express religious purposes 24/7 must alter them when taking ID photos so their faces show fully.
however, if headgear is not an express requirement of their faith, they have to take it off. in FSM 'doctrine', the colander is not a 24/7 requirement. ergo by canadian rules it must be removed for ID pictures.
(been taking id photos for near a decade. the rules up here are both obvious, readily available, and clearly written. lol)
