It's an overreaction situations like these are why TAZERS were introduced. If they think he's on drugs and holding him doesn't work they are supposed to Taze him but beating him up is not the SOP for dealing with people acting off their gourd.

It's made pretty clear from the article that he wasn't attacking anyone but was flailing about.

And the police are never actually supposed to do anything that could be construed as beating up a suspect.
