Sounds like a load of BS.

And since no one has actually been able to confirm the story, I'm guessing it is. According to Snopes, the teacher is actually considered very strict and tough so odds are he was joking around about it and conservative newspaper somehow found out about it and ran away with the story without doing due diligence.
