I think their conclusion is slightly wrong. Not the "exchange model" part, but I think they're simply exchanging a spiritual religion and worship (i.e. Christianity) for that of a secular "religion": Government.

I find people just dig deeper into their religions in times of need. And if the government is providing, they don't need so they worry about need divine intervention to save them much.
