Lets say you come home and hear a noise. You call the police and while waiting for them, you discover a burglar. Once the police are there, they are investigating a burglary, not a strange noise. Even if they were called before anything happened. I could falsely call the police and say someone was harassing me. Even if it never happened, the officers are still going to want to talk to the other person to find out what happened.

And if his higher ups are like him and decide to back him, then yes he would have been banned. All those rules mean is that he can't ban someone unless he can get the higher ups to agree with him.

They were clearly friends of said security guard as they were on a first name basis and their behavior was that of friends. They took his words as gospel mine as shit and didn't investigate anything.
Technically, they don't have to tell you anything. You weren't directly involved. Really, they weren't even under an obligation to tell you why they were taking the kid in. You can file a fredom of information form and get the details but the officers don't have to tell you what's going on just because you were present at the time. How do you know that they didn't investigate anything?

No security cameras no other eyewitnesses stuck around. The only way to investigate what happened in that situation is by asking the people involved.

To me having to be forced to interview one of the eyewitnesses (myself) Is an attempt to avoid investigating.

That would be like having three people who saw Person X shoot Mr. Boddy and refusing to interview those three people or take their eyewitness accounts.
