Does he not count as a man over 12? Or does he leave the house any time something needs to be done? Does he kick the male kids out when they reach 12?

Not really, when the men are around the women are waiting on the men, hence they're not idle.

Actually it is logical. It's Work as in have a job. He is operating on the premise that the home is their job and they shouldn't be working outside of the home if there is a man to do it.
