Viable? I don't know if it is a viable option or not.

It's not viable because the regular person on the street usually won't do good things for others unless there is some benefit to them.

Asking people who are innately selfish to possibly sacrifice their lives without benefit would make a very low number of volunteers if any.

I can't say either way upon it's viability. Although, I would offer them the opportunity to offer themselves for testing. *shrug*
Although, I hear that some inmates find religion in prison. I would assume that they may worry about their soul, in that case.
If that is the case, then granting a possible boon to humanity by testing (although probably not testing Mary Kay products, but vaccines and such), I would assume would help their Karma. I would only offer them that consolation.
And again, excellent medical care. After all, if I were to test medical things on them, I would want full medical knowledge of them, to know about possible side-effects or unforeseen side-effects of the testings. You know, like Nyoibo said, just in case they turn into super soldiers.
