Should a company hire 20 people and not provide health care, or should a company hire 10 people and provide health care?

Good question... though it doesn't balance out: if the company needs 20 people to do the work, but because of the extra cost can only afford 10, then the work isn't being done, therefore the company isn't making money to pay the ten either.
SUPPOSEDLY there's a tax break in there someplace to cover this, or something like that.
For any and all problems, real and imagined, that this new law causes, I lay the blame squarely on the insurance companies' anti-trust exemption. Pull that, and watch insurance become affordable, almost as if by magic!"My in-laws are country people and at night you can hear their distinctive howl."
