I just can't get my head around why some people are still employed at the jobs they do...

I'm a bit confused by what's going on here. Are they escaping their cells to go wherever they want within the facility? Are they escaping the prison altogether? Are they escaping and sneaking back in?

Somethings in this article make me think it's only the first, but others make me think the third. And if it's the third, WTF is wrong with these inmates that they're going back in after getting out?
