      From what I understand of road taxes (regardless of location) is that the reason there is a tax on vehicles is for the damage they cause to the roads due to their size and weight. Bicycles and pedestrians don't have the mass to cause such damage, and if you want to be completely fair, then there should be a tax on mobility scooters prior to taxing bicycles.

        Mobility scooters over here are regarded as something that people need when they can't walk. If you can walk, you generally don't actually need a car or bike.

        Fair to tax the handicapped? I think not.

          A tax on mobility scooters? There's a political non-starter if I've ever heard one.

          Besides, mobility aids are meant to be used in lieue of walking. Which means people with scooters should (and usually do) use the sidewalk, not the road. I'm pretty sure sidewalk maintenance is paid for out of property taxes in most areas.

            Most people I've seen on mobility scooters use the pavement. I've seen the odd one on the road, but round where I live, it's a very quiet village with not too much traffic, so it's safe enough. I doubt anyone with a mobility scooter is going to want to share the main road with the heavy traffic. O_o

              Well it's the lycra louts that I have more problems with than the others. Then again the others have better sense than to try to ride on my road. AFAIK here bicyclists pay nothing in taxes (other than sales tax). I know I pay/paid nothing for my kids bikes, then again they didn't ride on the road very much.
              In my state city and county property taxes are used to build and maintain city/county roads. Fuel taxes are used to maintain state and federal roads. Also in my state golf cart like transport are allowed on roads that are less than 30mph. Luckly I can make it all the way to the grocery store driving my Polaris Ranger, come to think about it I not sure if there's a driver license requirement either.

              On my road I'm willing to give the county/city the land if they'll widen the road to include bike lane, shoulders and sidewalk, heck I'd even move my whole property enterance back to accomodate and that would entail a lot of work and expense. Thing here is if you need a use or code variance on some land not only do you have to pay the fee to plead your case the metro-planning board will try to steal land from you especially if there is plans to widen the road at some point. If you don't "donate" the land then you won't get your variance unless you appeal to the county/city commisions (and there's no guarnetee there unless you're a doner.) My best contact in the codes department retired last month so now I have to develop another one.
