....er....it says he was bullying the other kid and rammed two fingers up his ass. And that the legit move in question could not even be used from the position the boy's were allegedly in when it occured.
Well, the move involves grabbing him but completely botching the move, his fingers could slip in the wrong place. The freshman could have hated him and what is a legit move could feel like ramming since he didn't expect it.
I've already heard of this move from friends who have wrestled. It happens. Fingers being rammed in your ass is the result of messing the move up.

.....What move that if messed up, automatically means you get fingers shoved in your ass??

Not automatically but it can happen.

If you pull the wrong way, there's a very good chance that could happen. More experienced wrestlers would know how to avoid doing that.
However, another article in the same paper states:
Hill has denied the allegation, telling police he employed a legitimate wrestling move in order to motivate his teammate to wrestle.
The idea that he needed to "motivate" the other kid seems a bit questionable.
Here is a video of the move being used during an MMA event. (SFW)
This article, also in the Fresno Bee, states that there has been a mediation agreement made, and Hill will not be required to admit guilt, with charges dropped in favor of attendance at a mediation session, an apology, and an essay.
This article from The Atlantic, has a number or reader responses, and a conclusion that penetration seems to have happened repeatedly for some and not at all for others.

"Oh, and if you screw up this move, you could find your fingers up your opponent's anus. Or possibly have his fingers up yours. Or maybe you'll just wind up with broken necks. Have fun, boys!"

"We want you to wrestle around on the ground with another sweaty guy while you're both wearing skin tight leotards. In front of a crowd. Oh, and you may or may not end up with fingers up your ass."
Don't forget, if you can get into the doggystyle position and be on top you get two points.

There are some video ads on Youtube from some guy who is a college wrestler. He's taken video of the matches he's attended, and some that he's participated in, and it's obvious he's catering to the sort of people who are interested in the 'half naked guys in skin tight suits writhing around on the ground.' One of the videos includes a match where one guy is trying to get a hold around the other's torso and ends up spending several seconds pawing around the other guy's groin before he can get the position he wants.
With all of the otherwise inappropriate touching that goes on, I'm surprised there aren't more cases like this, to be honest.

This looks like one of those cases where you have to know all the details. Did this kid have a history of bullying or was this a one shot deal? I don't get wrestling, but since it only happened in the match, I lean toward not sexual harassment.
The articles mention that he made a "threatening gesture" while doing weights that was witnessed by another student. I have no idea what that actually means, however.

Didn't it also mention the coach saying that yes, it was a legitimate move, but NOT in the position the other boy was in? That what happened would...well, automatically happen?
"And I won't say "Woe is me"/As I disappear into the sea/'Cause I'm in good company/As we're all going together"
Unless the bullying and threatening gestures were leading up to this like "I'm gonna ram my fingers in your anus later!" I fail to see how that stuff is relevant. Bullying =/= rape.
