OK, just to clarify, in Ausland, council districts are the rough version of counties in America. They're usually named after one of the larger suburbs in the area (i.e. City of Onkaparinga) or the town themselves (i.e. City of Mount Barker). They're usually responsible for taking care of libraries, environmental cleanup (this includes them driving the big fat garbage trucks ), various permits/registration requirements (for instance, if you wish to put another story on your house, you need council permission) and providing community activities.
One of the councils has previously come under ire for introducing cat controls (I think this restricted people to owning 2 cats per household unless they were registered breeders and also requiring them to be kept in after certain periods and also requiring them to be registered), but this one takes the cake.
The proposed legislation gives the councils enough power to seize and destroy nuisance barking dogs.
I can see this law being abused very quickly by certain EW's who want absolute peace and quiet. And what about incessant barking at dogs who are left in public places? The past two shifts I've done at work, I've had this dog going on and on and on for about 30 minutes straight....
