Depending on the methods used, it could be no different than the people that harrass a person to the point of suicide. Was this guy saying "You're a piece of shit. Nobody likes you. Nobody wants you around. You're a burden to everyone around you." or was he saying "Well, if you've given up and refuse to try, you might as well just kill yourself and end the pain."?

The first should definitely be illegal, the second could possibly be defensible.
