Theft of time seems to be a term you have to be kind of careful with. It can easily be confused with insubordination (not the case in this particular story, but in a lot of Cursing Out Coworker threads we have at CS).

I think the supervisor(s) should've been more proactive along with the employee in question on keeping busy. The employee could've shown some initiative and asked for more work if it was that slow for one thing. To be honest, if I was the employer, I wouldn't hire back an employee that was fired for surfing porn at work. Looking at porn should be done at home or during breaks on your own equipment NOT AT WORK!There are no stupid questions, just stupid people...

Once a system gets large enough that there are separate budgets for different sectors of the payrol, then it becomes a game of waste in order for every department to fight not to lose their budget dollars for the next period.
Just like good workers get punished by having to do more work for the same money as the bad workers, departments that save money get penalized while departments that use everything they're given get the same or more then next quarter. It's all backwards.
