I... Look, I am no fan of the ICP. Not a fan at all. Not even, like, half a fan. I think they've got some charisma, and they're alright wrestlers. Other than that... I just don't like them, but at the same time... What? I mean, yes, there are Juggalos who commit crimes. You'll find that to be true about fans of EVERY type of music. Juggalos are more visible when they commit crimes because they're wearing clown make-up, I guess. And you will find people who are not simply fans of ICP but consider that an important part of their identity.
I mean, from what I get, ICP's demographics also skew in the direction of people who are likely to commit crimes. And I can totally imagine a group of people who originally got together as fans of ICP eventually BECOMING a gang. But I just... Really don't think you can call Juggalos a gang. As the guy in the article said, its like considering New York Giants fans a gang because some criminals wear Giants shirts.
