Last spring, the Dallas Police Department set up a review panel to review dashboard video. Seemed like a good idea at the time, checking the high-profile incidents to ensure that good behaviour was encouraged, while bad behaviour was corrected.

“It was sending a bad message to your typical patrol officer,” said George Aranda, president of the Latino Peace Officers Association. “Everybody was so afraid of going over the speed limit.”
