TECHNICALLY it's only supposed to count for audio conversations since it was developed as a wiretapping law in the 1970s, but as you can see in the Washington Post article people are still having disagreements over how it should count for video with the advent of camera phones and Youtube.
When I'm home this weekend I'll see if I can dig up the records from high school where I got in serious trouble for bully-recording. I don't think we kept any of the papers though.
And it looks like Maryland is the only state that's actually this strict on it, so I guess it doesn't apply in most situations and definitely not here."So, my little Zillians... Have your fun, as long as I let you have fun... but don't forget who is the boss!"

As for denying anything being wrong, it's been pointed out already that bullying victims often deny that anything is wrong.Some People Are Alive Only Because It's Illegal To Kill Them.

As someone who has been bullied myself 9 and I know all about useless teachers- one watched as the worst one yelled something right in my face ( I'd rather not say what it is on a public forum in case it identifies me. suffice it to say it was bad. If you really must know, PM me.) and didn't bat an eyelid. Except when I complained to him, then he always told me to tolerate it (As an aside, one of the WORST things to say to a bullying victim is to tolerate it, even if they do seem over-sensitive. From personal experience, it makes it seem like you don't care. The number of times I was told to tolerate being bullied... well, my mother later said that what I went through most people wouldn't be able to cope. She's probably right.)
My reaction to this case? I'd say there's a 60-100% chance the kid thought the bullies would actually try to kill him ( I certainly did a couple of times. Can't be sure they wouldn't have tried, honestly. However, I used to walk to the bus stop a different route to most people, so if they wanted to, they never had the chance.) That could be what prompted the mother to give the kid the stun gun, not to mention it completely justifies the kid's response. Not to mention, that school, not doing anything about bullying? Means the kid probably had no-where to go to dodge the bullies. perfect powder-keg, and the kid should not have been expelled.
If I was running the school... well, the bullies would have been expelled long since, but in that situation? I would have given the kid a token punishment in recognition of the zero-tolerance policy existing, and come down hard on the bullies. Maybe expelled for bullying, depending on if I could, but at a minimum several detentions. (As in multiple weeks. probably after-school, since crimping their social life'd have the most impact.) O do freely acknowledge, though, that I am probably biased towards the victim. ( and to those calling for assault charges against the bullies, don't I wish, but the bullies could have) been verbally bullying the kid, which isn't assault.

You know what I'm sick of this shit. You have to go to school period, homeschooling is not always an option and if you are a dropout your future is severely hampered.
But everyday you get harassed, bullied, assaulted, molested. Day in day out you get treated like this and noone will help you, the teachers don't give a shit your parents can't do anything the cops won't step in. These bullies either outnumber you or are bigger than you and because they're just kids they basically get to do whatever they want to you and you are powerless to stop it. So you know fucking what, there are times where bringing a weapon to school is acceptable, sometimes you have to even the playing field and send a message because you are forced to be in this situation and you are on your own.

Greenday, so what would you do to resolve the situation? the school is outright ignoring the problem.
AdminAssistant, you're right, but there are several reasons I can think of for those two options to be unusable. 1) I don't think it's easy to change school districts without moving house. They might not be able to afford to. 2) homeschooling might not work either. Again, it costs money, since you need to pay tutors, not to mention pay for any exams the student takes. ( In the UK, if you are taught in school, the government pays for your first attempt at an exam, then you pay ~£15 for any retakes. If you are a private student at an exam centre (AKA a homeschooled kid usually) it's £50ish.) Further, you still have to pay the taxes that support public schools.
so in short, those options might not be available. If they are, then I agree the kid should be moved or hiomeschooled in preference to taking a weapon into school. Although by far the best solution is for the school to take bullying seriously.

So, people who can't afford to hire tutors and pay for tests should go for felony assault which means they won't be able to afford bail, they won't be able to afford lawyers, they won't be able afford other fines.
