This has got me thinking about the complaints I've heard about programs that get very poor people cell phones. Their arguments even make sense... if you pretend that communication hasn't changed in the last decade or two. Nowadays, though, effective alternatives (providing a reliable way that, for example, would-be employers could reach them) cost as much or more.
