Thompson was the original aggressor in the assault. He attacked Otto and hit him with a baton 8 times in 7 seconds. He (from all reports I read) did not identify himself, Otto was cowering on the ground from the witness report, and the other officers who came in after the beating only tied him up. If Thompson had followed procedures instead of beating an innocent man, this would have never happened.
