there is no way that Lee could have known whether or not care was needed.
That's what I'm having trouble with. I see no reason to believe that. There *is* at least a small amount of evidence to suggest the contrary: that, on arrival, they *agreed* that he needed care. What evidence is there counteracting that showing that he had no possible way of knowing?

Lee had no contact with Allen prior to Allen's arrival back at the house, at which point, police and paramedics had already been called. In fact, Lee claims that the reason he called 911 was that he couldn't get ahold of Allen, as if he had any business doing so instead of, say, trying to contact either Roger or Roger's daughter, both of whom have regular contact with Allen, unlike Lee.

Plus, based on the description of Allen's state, it's quite probable that the only reason he required hospitalization at all was due to Lee's interference in his life.

That makes sense, though I haven't heard that anywhere except here.

Which part haven't you heard? The part about why Lee supposedly called 911?

Most of the articles are omitting that bit, it seems.

          Article at ABC

On Tuesday, Roger's daughter, Amanda Brown, was taking care of Allen while he was at work. But Allen's brother ended up calling 911 when he couldn't get a hold of him.

"I was worried about him," Lee said. "I know he has had some falls, and I didn't know what was going on or if he was still there."
It's worth noting that the two men were supposed to start their vacation on the very next day, so the timing of Lee's sudden inexplicable concern for his brother is highly suspect.
