Alternatively, the rules don't EXPLICITLY say no twists so he has a loophole I suppose.

to be fair, for people who are bald, rather than have a shaved head, surely a latter from your doctor explaining it is baldness would work? (any fees being paid by the school if it IS baldness)
as for teachers breaking rules for students- that's simple hypocrisy. Personally, I disagree with there being different rules for teachers- It just looks bad. ( fror example, at my school, students had to cross the entire playground. Even in the rain. There was a corridor that would allow you to cut out almost all of the trip across playgrounds, but guess what? teachers and sixth form only. Everyone else had to get wet. I never saw the point in that rule.)
