Understandable, but the parents of the children who don't fit the criteria are going to start worrying is my kid one of them? While the parents of the children who are the problem are thinking, it is not my kid.

Why did she not call the parents of the smelly, dirty kids? Talk with them when they picked up the child? Tell the principal (or whoever runs the place) so that they could talk with the parents about it if she was scared (of them or losing her job for overstepping her bounds)?

I don't know. Around here, teachers handle this by referring the kids in question to the school counselor.
