    a) it never says she is locked up- just that the parents only get 1 hour a week supervised visits. Is she unable to leave the mental facility? probably. Is she locked in her room? probably not.
    b) it depends on WHAT form of treatment is used. To be honest, it is most likely therapy, as opposed to drugs. In which case, the psychological damage is likely low, depending on the competence of the therapist.

so no, I DON'T think the girl is likely to be in any worse a position than she would be in anyway.

"Unable to leave" IS locked up, in any reasonable sense. That she may be able to move about within the facility itself is nice, but insufficient.

It is a little hyperbolic, considering minors don't have the freedom of movement that adult citizens have anyway- the difference is that it is an institution that is not her parents that is restricting her movement.

I'm saying that she is not locked up in the sense that it is like a prison. Also, she will be equally restricted at the hospital she is going to- if not more (she probably won't leave the ward she is on) So, by your standards, she would be locked up ANYWAY
