While it's clear he was not ignorant of the law, I really really hate that expression.

No but it can be a mitigating factor in the punishment for breaking the law.

Regardless though, the linked article clearly shows the guy knew of the law and was trying to skirt it, so the ignorance clause doesn't apply.

Unrelated to the story in the OP, but relevant to lottery scams, some douchebag store clerk conned a mentally disabled woman out of her winnings. She had a 10 grand winner, store clerk gave her $930. Clerk was caught before he could redeem it.

All the more reason to allow customers to scan tickets themselves.
