A couple of houses away from the block of flats where I live, is a house where two little girls live. They play in their garden a lot, and make the most horrendous noise. In other words, they make the eardrum piercing screeches of someone being murdered by an axeman. I've yelled "Shut the fuck up!" over the fence a few times, out of desperation, and they shut up straight away. I know their mother wouldn't bother to tell the kids herself to put a sock in it. Would this kind of racket count as unreasonable noise? The kids aren't much older than eight and are out til nine some nights.
I know a lot of people would say "kids will be kids" and "You were like that as a kid," but that's crap. The first is like saying "Rapists will be rapists"; and the second; well, my parents live next to neighbours, as everyone save those who live out in the sticks do, and to do that is to have respect. Making general kiddish playing noises, laughing, chattering etc is fine; however, any shrieking or bellowing, and my parents would say, "Either shut up, or come inside." If I went outside and started screaming my head off, I really doubt that I'd be automatically excused from causing a disturbance, the way a lot of people excuse children.
