If someone is harassing you, you should be able to tell them off without getting in trouble. If they were harassing her and didn't get in trouble, then she shouldn't get in trouble for threatening them.
If they don't want you sticking up for yourself, than they should fix the problem themselves.

Have you ever been in this situation? No-one has time to think out logically about the mores and manners, or to think on what the outcome might be if they snap and hit back at the bully who's been making their life a misery for years. It's not a logical decision; it's hearkening back to the basic primeval instinct of fight or flight. To those defending the teachers
If you choose your profession, you choose the responsibility that comes with that profession. I'm an engineer and nobody would accept my explanation that a mistake in my design was due to the fact that I had too many things to deal with.
And to weigh in on the side of all Nerdy McNerd's out there, teachers don't do anything about bullies because it's inconvenient, just take the matter in hand and make sure you follow through. I was a victim of bullies before going to high school. All the teachers did was tell my parents that I had a tendency to talk back, when I said no to a bully, and there was nothing to be done. In grade 7 I asked my father what would be my punishment if I got suspended for fighting a bully. He said it depended on how much damage I did (he always taught me to fight fair). So the next time I got bullied I knocked the guy out, making sure that I only hit him while he was standing. I got suspended, and my dad was called in to talk to the teachers. They told him I attacked without provocation, and picked on the poor boy. Let me mention that I was a head shorter and 50lb lighter than this guy. My dad said, "the kid is a known bully, he has beaten my son several times, and you have done nothing, so shut up." I got to stay home for a week, and the only thing my dad did was to make sure I actually studied and did my homework as if I was still in school.
I think the only way to deal with bullies is to strike, hard, fast and as painfull as possible. You get in trouble, but they leave you alone after that. All the excuses are bs, those that excuse the bully and those that excuse the teachers. Do for yourself, and everybody will leave you alone.

Well without knowing the full situation its hard to say what punishment she should have gotten. If you went nuts stomping on her while she was on the ground and broke her ribs or something then I would say that is a fair punishment for her.

Punishment is the responsibility of those in authority. Loss of dignity and bruises due to a fight is one thing. The fact that the teachers did not investigate and punish the bully acutally gives the impression of condoning the bullying. "Look I can bully, and as long as I loose the fight in front of the teachers, my victims will look like the bad guy". Is this something you want to teach children, or teens, or anybody?
So no, she did get away scott free.

Here's a rather poor way I dealt with a bully in High School.
I left a skinned varmint on their porch for them to find in the morning on their way to school.
Then made poor-taste varmint jokes in their direction for a couple of days.
Wasn't the best way, but it was effective. No school or parent involvement.
