It easily amounts to the same thing, though. "I can't make you pay, but I *can* fire you. On the other hand, I don't *have* to fire you either, and if the money happens to turn up, there will be no reason not to just forget this ever happened."

I worked at a men's clothing store at a local outlet mall. All employees (males & females) had to wear product sold at that store (Geoffrey Beane).
