"actions speak louder than words"

    See if I can elaborate on another's explanation in a way that will get through:

    There are *three* settings, not two. Positive, negative, and neutral. Actions are more powerful than words.
    So... how about some math? |action| = 5; |words| = 1. Minimum sum of 0 needed to avoid classification as racist.

    Not making racist remarks = 0
    Not performing racist actions = 0
    Score: 0 = not racist

    OK so far? Good. Now, the example you present of where someone would say "actions speak louder than words" would be either

    Not making racist remarks = 0
    Performing racist actions = -5
    Score: -5 = racist

    ...or, perhaps

    Making anti-racist remarks = 1
    Performing racist actions = -5
    Score: -4 racist (and, by the way, hypocrite as well.)

    Now, the *way* you're trying to reverse that would look like this:

    Making racist remarks = -1
    Not performing racist actions = 0
    Score: -1 racist

    The correct analogous usage for "actions speak louder than words" would be, instead, something along the lines of an anti-racism activist who tells an inappropriate joke:

    Making racist remarks = -1
    Performing anti-racist actions = 5
    Score: 4 not racist.

    See the difference? (so to speak)
