Pretty much, yeah. The only fanfics that makes it to Tvtropes tend to be the absolute best, and the hilariously worst.

The polarization is likely due to the sheer massive amount of them that exist. Just like most books are either massively popular or massively awful. I'm pretty sure that 50 Shades of Grey and Twilight are fully covered along with Harry Potter and The Dresden Files.

That's going to happen with any wiki, more or less. A fanfic only gets onto the wiki when somebody puts in the effort to make the page, so a fanfic that is merely OK won't generally make the cut.
